For exact dates on the events of the Jenova project, there is a timeline from the International version of Final Fantasy VII and the Final Fantasy VII Dismantling book, both of which are in Japanese and are sources I have never seen in person.
In this timeline, the Jenova project begins thirty years before the start of the game and Vincent is twenty five.
The project must have lasted for at least nine months since Lucrecia became pregnant with Sephiroth during the project and gave birth to him before the project ended.

 The Final Fantasy VII Citadel: Secrets & Mysteries
This FMV seems to be from an early, unfinished version of the game, as many of the dates listed (not just the ones on the helmet) contradict with the FFVII timeline as we know it.
Jenova's helmet can be seen in these two FFVII spinoffs, which were released in the Fall of 2005.
The two dates listed seem to indicate when Jenova was first found (October 10, 1959) and when she was sealed away in the chamber in Nibelheim (July 2, 1967).
