In England and Wales, finance directors' responsibilities are set to grow further with a personal duty to report to the authority on the robustness of the estimates and the adequacy of reserves allowed for in the budget proposals.
As finance directors are required to manage the totality of an authority's financial affairs in all of its dealings, they will need to be in the thick of things: key players who help decide how to achieve policy objectives set by councillors and are able to intervene with authority if proper standards are not met.
To ensure that this happens, the finance director needs to be a member of the authority's corporate management team and have a right of access to meetings of the political executive for all discussions that have a financial dimension.

And interestingly enough, finance directors received greater increases than did chairmen and chief executives from the same group of companies, whose base salary rose an average 5.7%, to L329,000, and whose total earnings increased 7.4%, to an average 545,000.
Directors in financial and property organizations typically receive a lower base salary than peers in industrial and service companies, but their bonuses generally run at a higher level.
British finance directors also came nowhere near matching the $2,992,790 total remuneration averaged by the large US company CFO in 1996 (see July issue), an incredible 97.11% rise over the 1995 average.

The Finance Board also believes that the proposed rule should not limit narrowly the professional pool from which a qualified appointed director could be chosen but that the pool of potential candidates should encompass a wide variety of professions including academia, the legal profession and government service.
The Finance Board expects this new requirement to be mandatory and to apply to public interest director appointments for each of the 12 Banks for the terms beginning on January 1, 2004.
