Since fingerpicking requires the use of more than one finger on the right hand it can be a little more difficult than simple strumming.
If you find fingerpicking difficult at first try practicing this one until you’re comfortable with it, then the others (#1 and #2) will be much easier.
There are a couple of reasons for this: (1) to put emphasis on the first note of the measure; and (2) to keep the thumb moving.

Fingerpicking - Wikipedia, the free encyclopedia
Fingerpicking is a technique for playing the guitar, or some other stringed instrument using the fingertips and/or fingernails, rather than with a plectrum (or "pick").
Fingerpicks are generally worn to gain increased volume from each pluck of the string.
In hybrid picking, the plectrum is held, as usual, between the thumb and index finger while the remaining fingers are used for fingerpicking.

The main thing all the fingerpickers I have known and what I personally seem to agree with is that eventually you want to get an independent thumb.

 Fingerpicking Fingerstyle Mandolin Introduction
Be aware, fingerpicking is not a traditional approach to the mandolin and should not be considered as such.
There have been very few fingerpicking mandolin exponents...so there really isn't much of a foundation to build on...nevertheless, fingerstyle mandolin still has its roots in a variety of traditional approaches established by guitarists over the years; notwithstanding, it is still not considered a traditional approach to the instrument.
Be fully aware, fingerpicking is considered a radical approach to learning to play the mandolin and, truly, before even attempting to learn the fingerstyle approach to the instrument, I highly recommend that you first learn to play it traditionally with a flatpick.

 THE EVOLUTION OF COUNTRY FINGERPICKING
The basic fingerpicking style (known as the "choke" style) consists of the right-hand index finger picking out the melody while the thumb, usually equipped with a pick, plucks out a constant alternating bass accompaniment.
His 1924 recording of "Smoketown Strut" for Okeh demonstrates the basic elements of country fingerpicking with its syncopated bass, clearly articulated melody line in the key of C, and the use of a roll similar to that later popularized by Earl Scruggs and Merle Travis.
His playing style was similar to that of the Kentucky fingerpickers: Alternating bass notes created a bouncy accompaniment while the fingers picked out bright melodic flourishes on the treble strings.
