This Council's main docket was the attempt to reunite with the Eastern Church, but it was only temporary and the schism grew wider after the solidification of the Dogmatic Filioque in which it was reaffirmed emphatically that the Holy Ghost proceeds from both the Father and the Son.

The chief purposes for which the council was called—and from the beginning it was called "general"—seem to have been political ones.
When the council opened on 26 June 1245, in a meeting which was probably only preparatory, there were present three patriarchs and about 150 bishops besides other religious and secular persons, among whom was the Latin emperor of Constantinople.

The first explicit enumeration of the procedure and competence of an ecumenical council was set forth in an anonymous treatise composed soon after the death of Justinian (565).
These councils (including that of Constantinople in 879/880 …) have not been enumerated in the East because of Orthodox anticipation of possible healing of the schism of 1054, which was pursued by the Orthodox up to the capture of Constantinople by the Turks in 1453.
First, Chalcedon did have representation from all five patriarchal sees, and I think that the patriarchs of Alexandria (Dioscoros, whom the council promptly deposed for his behavior at the “robber synod” of 449), Jerusalem (Juvenal) and Constantinople (Anatolius) were certainly present, as well as representatives of Rome and Antioch.

The immediate, spontaneous reaction of the Church to condemn thinkers with new and original views of this kind is perhaps the most general, as it is the most striking, of all the phenomena of the Church's early history, so far back as the record goes.
The history of the twenty General Councils shows that the bishops--a section of them--not infrequently fought at the council the policies of the popes who had summoned the council, and fought even bitterly.
But in no council has it been moved that the bishop of X be promoted to the place of the Bishop of Rome, or that the Bishop of Rome's views be disregarded, and held of no more account than those of the bishop of any other major see.

The Council of Nicaea [II] considered this was a serious flaw in the legitimacy of the Council.
But, even so, on conditions : the coming council was to anathematize the gathering [Iconoclastic council] at the Hieria of 753 [or 754], and this in the presence of the papal legates, the Empress was to guarantee full freedom of action to the council, and the legates were to be allowed to return to Rome.
