Fraser was educated at Melbourne Grammar School and completed a degree in politics and economics at Oxford University in 1952.
Fraser soon became convinced that Snedden was a weak leader, and Snedden's defeat at the 1974 elections hardened his view.
In retirement Fraser served with distinction as Chairman of the United Nations Panel of Eminent Persons on the Role of Transnational Corporations in South Africa 1985, as Co-Chairman of the Commonwealth Group of Eminent Persons on South Africa in 1985-86, and as Chairman of the UN Secretary-General's Expert Group on African Commodity Issues in 1989-90.

The First Fraser Ministry was the fifty-first Australian Commonwealth ministry, and held office from 11 November 1975 to 22 December 1975.
This was a Caretaker ministry appointed following the dimissal of the Whitlam Government, pending the elections of 13 December 1975.
Fraser was sworn in on 11th November, all other ministers on 12 November.

The Xatsu'll First Nation is a member of the Great Secwepemc Nation, once known as the people of Xatsu'll (on the cliff where the bubbling water comes out).
This of course began with the original settlers, continued with the churches, particularly in the residential schools (today's parents are the first generation in a 100 years legally able to keep their children at home with them) and was institutionalized in all aspects of aboriginal/white relationships.

One of the unique features of the FBC is that First Nations are original signatories to the Charter for Sustainability and have participated fully in the FBC Board and its activities since the FBC was established in 1997.
The FBC was recently awarded a $1 million contract from the Ministry of Water, Land and Air Protection to develop a variety of flood hazard information tools, including flood hazard reference maps, a database and maps of existing dikes in BC, and floodplain maps for the lower Fraser River.
The Fraser Basin Council (FBC) was recently requested by the provincial government and Union of British Columbia Municipalities (UBCM) through its Memorandum of Understanding (MOU) on IPPs to convene and facilitate a dialogue focusing on “run of river” IPP decision processes.
