 Wim Kok
Willem (Wim) Kok (born September 29, 1938) was a Dutch politician and the Prime Minister of The Netherlands from 1994 - 2002, heading the cabinets Kok I and Kok II.
From 1989 until 1994 he was minister of financial affairs in a cabinet with the christian democratic party Christen Democratisch Appèl and the progressive liberal party D'66.
His cabinet fell just weeks before the May 2002 elections when Kok and all his ministers stepped down because of the discussion about the possible Dutch responsiblity in the Srebrenica drama.

Three-party cabinets are known to be unstable, partly because negotiations between three parties are more complicated than negotiations between two parties, and partly the combination of two large(ish) parties with one much smaller one tends to cause tension in the cabinet.
The party was also part of the last Balkenende cabinet (needed because the other two parties in the cabinet didn't have a parliament majority) until it withdrew its support after the Hirsi Ali crisis, thus necessitating the general elections.

He was there particularly responsible for instituting a nation-wide system for communications between the various public-order services: the police, fire, emergency medical services.
The quality daily NRC Handelsblad also steps here in with a contribution about De Vries (De Vries European Terror-Fighter), but can't help itself from throwing in a sharp observation from a closer examination of his record in that late-90s Dutch cabinet under Wim Kok.
