FishBase is a comprehensive database of information about fish.
FishBase first appeared on the World Wide Web in August 1996, and hired a webmaster in the following year.
In order to preserve its value as a scientific database, FishBase is not allowed to include original data; all of its content must be based on previously-published material.

Fishbase doesn't need it because the current version of the database is always given on the site and that is sufficient.
Their home pages says FishBase was originally developed at the World Fish Center, which is headquartered in Penang, Malaysia, with the cooperation of FAO which is, IIRC, in New York City.
I've tried to clean them up so they all follow the FishBase system — three orders Rajiformes, Pristiformes and Torpediniformes — instead of a mix of that and McEachran's system (which has the stingrays, eagle rays and their relatives in Myliobatiformes).

FishBase is a searchable database of finned fish taxonomy, occurrences, and images.
Although all FishBase fish pictures are (or at least are meant to be) taxonomically correct, they do vary in appearance and quality, due to the different ways they were obtained.

The FishBase project is a large, international, non-profit venture which started in 1989 and whose latest product, FishBase 2000 (see www.fishbase.org) covers essentially all the fish in the world - at least in terms of nomenclature.
The reason for this is that FishBase was funded by the European Commission to cover countries in Africa, the Caribbean and the Pacific (‘ACP’) that are associated with the European Union.
Thus you are encouraged to contribute to FishBase, notably by sending reprints or photocopies of material used for your analyses, as well as other information which you think should be incorporated (with complete sources!).

As scientific and media attention focuses on the ongoing effort to map the human genome, a new program, Species 2000, is seeking to document what it calls the "Earth's genome," the more than 1.75 million species so far described on the planet.
One contributor to this project is FishBase, an electronic encyclopedia of fishes that was launched 10 years ago by the International Center for Living Aquatic Resources Management (ICLARM), as a project aiming to provide key information on all of the 25,000 known species of fishes in the world's oceans and freshwaters.
