The IFS Rating is assigned to the insurance organization itself, and no liabilities or obligations of the insurer are specifically rated unless otherwise stated (for example, Fitch Ratings may separately rate the debt obligations of an insurer).
Since the IFS Rating is not assigned to any specific obligations of the insurer, the rating does not take into account the potential for government restrictions that could prevent specific obligations from being met on a timely basis, such as exchange controls placed on obligations owed in a foreign currency.
These ratings are assigned to insurers that have either failed to make payments on their obligations in a timely manner, are deemed to be insolvent, or have been subjected to some form of regulatory intervention.

DETROIT Nov 23, 2005 (AP)— Fitch Ratings said Wednesday it is changing its outlook on Visteon Corp. from positive to negative due to uncertainty about the auto supplier's future as it deals with higher raw material prices and possible production cutbacks at automakers.
Fitch assigned a positive outlook to Visteon in May after the company announced a restructuring agreement that allowed it to transfer 23 of its most unprofitable plants back to its former parent Ford Motor Co. That transfer was completed in October.
Fitch said Visteon now depends on Ford for 26 percent of its revenue, compared to 40 percent before the agreement.
