OATH was made a Charter agency in 1988, as part of the Charter revisions which enacted the City Administrative Procedure Act (CAPA).
OATH’s procedures relax the technical rules of evidence and procedure that would apply in court proceedings, but nonetheless, administrative law judges wear judicial robes while presiding over OATH trials with the same decorum and formality as is found in courts.
OATH proceedings are governed by rules of practice published in title 48 of the Rules of the City of New York (RCNY).

 Five Charter Oath - Outline of Action for Meiji Government of Japan
The Five charter oath (Gokajyo no Goseimon) was an outline of the main aims and the course of action to be followed by the new Meiji era government of Japan after the fall of the Tokugawa Shogunate in 1867 during the Meiji Restoration.
The oath set a new path in Japanese history with an emphasis on modernization and the establishment of a new social structure.
The Five Charter Oath was finalized by Kido Takayoshi of Choshu and, as a sign of his approval, signed by the young Emperor Meiji in 1868.

 SNOHOMISH COUNTY CHARTER

The text of the Oath was written by junior councilor Yuri Kimimasa in January 1868, and revised by junior councilor Fukuoka Takachika in February.
The purpose of the oath was to issue a statement of policy to be followed by the post-Tokugawa bakufu government in the Meiji period.
The Oath was also restated as the first article of the constitution promulgated in June of 1868, and the other articles expand the policies outlined in the Oath.
