Historically, at common law the only power to revisit a criminal conviction was found in the "Royal Prerogative of Mercy." When Canada's Criminal Code was enacted in 1892, it recognized the potential for miscarriages of justice and provided a legislative remedy by codifying one aspect of the Prerogative.
The CCRG presently consists of five criminal lawyers and two support staff, all of whom are permanent employees of the Department.
By the end of the reporting period, the full-time legal staff expanded to five with the addition of a fourth lawyer in July 2003 and a fifth in February 2004.

  Five Power Defence Arrangements - Wikipedia, the free encyclopedia
The Five Power Defence Arrangements (FPDA) are a series of defence relationships established by bilateral agreements between the United Kingdom, Australia, New Zealand, Malaysia and Singapore signed in 1971, whereby the five nations will consult each other in the event of external aggression or threat of attack against Malaysia or Singapore.
The FPDA was set up following the termination of the United Kingdom's defence guarantees of Malaysia and Singapore as a result of Britain's decision in 1967 to withdraw its forces east of Suez.
In 1981, the five powers organised the first annual land and naval exercises.

The FPDA Professional Forum is an important event in the calendar of FPDA exercises and activities, said the ministry in a statement.
The FPDA Defence Ministers in June endorsed that the FPDA explores ways to build capacity and enhance inter-operability in the area of Humanitarian Assistance and Disaster Relief.
The FPDA Professional Forum is a biennial event that involves senior officers responsible for joint operations, training and doctrines from the FPDA countries.

Defence 2000 continued along the same lines as ASP97 emphasising that ‘the key to defending Australia is to control the air and sea approaches to our continent, so as to deny them to hostile ships and aircraft, and provide maximum freedom of action for our forces’ and concluding that this requires a fundamentally maritime strategy.
Deterrence is an exercise of national power which, like coercion or seduction, uses elements of national power, more likely the military, to prevent an adversary from undertaking a course of action that the nation regards as undesirable, by threatening to inflict unacceptable costs upon the adversary in the event that the action is taken.
The 2000 Defence White Paper recognised this change and called for a force that is balanced ‘between the demands of operations on Australian territory and the demands of deployments offshore’, however it did not adequately address the ambiguity as force structure determinants were still stated to be focused on the defence of Australia.

Australian Defence Minister Robert Hill said Saturday he was personally in favor of expanding the scope of the Five Power Defence Arrangements (FPDA) to address the terrorism threat facing the region.
Hill, who was speaking at a question-and-answer session at the Asia Security Conference here, said the FPDA should only be expanded provided it did not erode the existing usefulness of the annual defence exercises held jointly by all five members.
Earlier in his speech, Hill said FPDA members were currently involved in a debate relating to "the value in extending Five Power Defence Arrangement exercises, from those addressing conventional threat, to include terrorist threats".

The two-week exercise for the Five Power Defence Arrangements (FPDA) will be hosted by the Royal Malaysian Armed forces and involves Navy, Air Force and Army assets from Malaysia, Singapore, the United Kingdom, New Zealand and Australia.
"The FPDA represents more than 30 years of cooperation with member nations and continues to show its relevance for the regional strategic environment with the inclusion of maritime interdiction scenarios in exercises such as Bersama Lima," Senator Hill said.
Exercise Bersama Lima is the second in the series of FPDA multilateral exercises this year with the first being Exercise Bersama Shield held in April.

We have plenty of bargaining power, but as usual Howard will not ruffle international feathers as he likes to be seen as “doing something” regardless of how ineffectual it really is. It always looks impressive on the surface though.
The problem with using Singapore’s troop deployments as a bargaining chip is that it would lead to the demise of the Five Powers agreement, and, therefore, the only defense treaty we have outside of ANZUS.
The Five Power Defence Arrangements look good on paper but in practice our defence policy is now yoked to US intelligence sharing and power projection.
