The Republic of Gran Colombia, or Greater Colombia, was a short-lived republic in South America consisting of present-day Colombia, Venezuela, Ecuador, and Panama.
The word "Colombia" comes from the name of Christopher Columbus (Cristóbal Colón in Spanish) and was conceived by the revolutionary Francisco de Miranda as a reference to the New World, especially to all American territories and colonies under Spanish and Portuguese rule.
As the Federation of Greater Colombia was dissolved in 1830, the Department of Cundinamarca (as established in Angostura) became a new country, the Republic of New Granada.

This flag and the Cavalry Flag are my "reconstruction" with what I think is reasonable to expect what's written on the red ring, exaple for a mounted unit and example for the Army (assuming that the army as whole would have the infantry version of the colours).
These flags shall have in the center the coat of arms of the Republic surrounded with a ring of red (velvet?) five centimeters wide and forty centimeters of the outer diameter in which is inscribed in golden letters the name of the unit to which it belongs.
This flag shall have in the center the coat of arms of the Republic, set in an oval of red cloth on which shall be inscribed, in letters outlined in gold the name of the unit or military division to which it belings.

The flag of Colombia was adopted on November 26, 1861.
The yellow stripe takes up the top half of the flag and the blue and red take up a quarter of the space each.
Francisco Miranda was the person who created the Yellow, Blue and Red flag that Colombia, Ecuador and Venezuela share, based on the idea from a flag that Christopher Colombus used in one of his voyages and also based on the theory exposed to him by Goethe, The Primary Colours.

It is the national flag with a white circle at the center, the circle is bordered by a red line.
The same flag as presidential (or maybe as naval during wartime) is apparently used by various govermental offices, with appropriate inscription in red border.
On presidential flag the red ring is smaller in diameter then the naval ensign and not reaching (or just touching, depending on source) the red stripe.

The ratio of this flag, however, differs from its sister flags: it's 1:2, whereas the Colombian and Venezuelan flags are 2:3.
The flags I spotted were being flown at the Ecuatorian capital (Quito), by many people (all waving the same flag, all new, manufactured flags) welcoming (or perhaps demonstrating against!) the Spanish Undersecretary for Immigration.
