[smi82] showes this flag with dark blue field (sam as blue on governor's flag), and indicates it as 1:2~.
My guess is that at the time the flag details were not yet fully confirmed, and that only latter the vex-community "discovered" the lighter blue field, and not that we should conclude that the flag was changed at some point.
