Actually, the Massachusetts Great and General Court (later called the Legislature) defined the State Flag for the purposes of the Militia in June 1787 as white silk upon which is the Coat of Arms of the Commonwealth on the obverse and the Coat of Arms of the U.S. on the reverse.
