This "game" of shades are, of course unfounded in historiy of Montenegro or in any document to the best of my knowledge and traditionally the flags of both have been the same, although the principlaity of Montenegro did not use the tricolor prior to becoming a kingdom in 1878.
Montenegro has a large portion of Albaninas, Bosnian Muslims and Croats, all of whom are staunchly backing a small but vocal Liberal Alliance, a separatist and anti-Serb group of latter-day-Greens, with a mix of old Nikola royalists, and Djukanovich's opportunists.
And the flag of the same era is the same for Serbia and Montenegro.
