The current flag of Panama, Quarterly first and fourth argent, second gules and third azure, in bend a mullet azure and another gules was protected in November 1999.
A number of vexillogical sources discuss the flag of Panama and its history, and the 1995 version is not mentioned as a one-time national flag in any of these sources.

The importance of maritime security to Panama and, by extension, to international commerce as a whole, is obvious.  The Canal is one of the great pinch-points of the global trading network – 80 short kilometres through which millions of tons of cargo, thousands of passengers and thousands of ships pass every year.
I also note that Panama is not yet a Party to the 1988 Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation.  With the stress currently being placed on maritime security, I would strongly urge you to correct this.
Panama took action in mid 1990’s to strengthen the professionalism of its staff assigned to cover IMO work in London and has maintained that level of competence ever since.

It "sends a clear message to traffickers of these types of shipments that neither Panama nor the United States will permit the use of their respective ships for the illicit transport of articles used for the proliferation" of arms, the statement said.
Panama possesses the largest shipping registry in the world, with 10,400 ships sailing under the country's flag, the Panama Maritime Authority said.
