This is the flag of former Republic of Somalia (Somaliland and Somalia) from 1960 to 1991.
When Somaliland was a British Protectorate her Arms were placed on a white disc in the fly of the Blue and Red Ensigns, but the Union Flag on this disc was surrounded by the garland.

The current Somaliland flag may have been introduced after the proclamation of independence on 1991-05-18, because I have seen some images of the independence proclamation (unclear images on a TV documentary) and the flag hoisted was horizontal red, white, green in propotions 1:2:1).
The National Flag of Somaliland is white in colour with a green circle in its centre, encircling the green circle and written in Arabic is the attestation to the one-ness of God, 'There is no God but ALLAH and MOHAMMED is his messenger'.

I received 3 of these VEX IV flag cards, and on one of these cards, it shows a flag of somalia which features the star in a triangle, set against a light blue background; in addidtion, there are also 3 striipes consisting of green-white-orange.
This is a vertical tricolour of green-white-red with a fl star in the centre and the Islamic statement of faith in white on the green stripe.
The flag you describe sounds like that of the Somali National Regional state flag, which is part of Ethiopia, and not to be confused with Somalia.

The current flag of Somaliland, the former British part of Somalia, was introduced on October 14, 1996, when it was approved by the National Conference.
The flag still had the Union flag on the quater-hoist, therefore that was unchanged.
However, the flag only lived for a short while as Somaliland attained her independence on June 26th 1960, and was united to Somalia in July 1st of the same year.

What was interesting was that the flag being displayed by where the speakers were, on the podium at the base of Nelson's Column had no shahada and an "upside-down" star.
These are the variations of the Somaliland flag as described by Roy Stilling.
