The national flag of Romania is defined by an act of the Parliament of Romania (Law No. 75 of July 16, 1994, available for download here http://www.presidency.ro/static/ordine/Lg.75_1994.pdf) as a blue, gold, and red tricolour of vertical bands of equal size, with blue at the hoist.
We are told that the flag was of red silk, on which was embroidered the coat of arms, a bird (raven?) standing on a mountain peak, with the head turned and a cross in the beak.
The war flag as defined per FIAV terminology is not of such kind, but rather the flag that is used by military everyday on their installations, hoisted on the military headquarters buildings, in the barracks hoisted ceremonially every morning and similarly.

During the 1989 revolution many flags could be seen that had the communist emblem cut out of them and the subsequent government decided against adding any coat of arms to the flag, similar to the civil ensign during the Kingdom of Romania (1881-1947).
The flag is very similar to the national flag of Moldova, a close neighbour that shares much of its culture and history with Romania.
