On 8 December 1955 the Committee of Ministers adopted this as the European flag.
Adoption of a flag and an anthem was suggested during the European council held in Milan on 28 and 29 June 1985.
In the beginning of 1986, the European Commission believed that adoption date of the flag and the anthem should be 9 May, the anniversary of Robert Schuman's declaration of 9 May 1950, which is considered as the founding act of the European Union.

Now, the argument is that the flag of the Council of Europe, which the European Union took over, was decided by a small group of representatives from the Catholic member states (in secretive meetings from which there is no written record) and without explaining the symbolism of the circle of stars.
Arranged in a circlet, a dozen stars represent the constellation of Corona, and are seen as a crown in paintings of the Virgin Mary as Stella Maris, to signify royalty and thus the structures of government (as in a Round Table).
The Koolhas flag (also known as the "barcode flag") was never meant as a real flag, at least not by any European Union officials.

Following the two devastating World Wars of the first half of the 20th century, a number of European leaders in the late 1940s became convinced that the only way to establish a lasting peace was to unite the two chief belligerent nations - France and Germany - both economically and politically.
In 1950, the French Foreign Minister Robert SCHUMAN proposed an eventual union of all Europe, the first step of which would be the integration of the coal and steel industries of Western Europe.

According to Album des Pavillons [pay00], the flag of the Western European Union is blue with ten yellow five-pointed stars in a circle (broken at the top) containing the white letters WEU horizontally and UEO vertically (thus sharing the E).
The flag of the Assembly of the WEU is blue with a white dove rising from yellow lines of stylized assembly seats surrounded with 12 yellow fivepointed stars in perspective and below in an arch white inscription "UEO-WEU".
The flag was officially hoisted, according to the Albanian Telegraphic Agency, on 16 April 1997.
