It is thought that counties first formed in the beginning of the 2nd millennium as political and military unions of parishes.
In 1793 were formed Võru County in the south of Tartumaa, Viljandi County between Tartu and Pärnu counties, and Paldiski County in the west of Harjumaa.
Counties were re-established in 1 January 1990 in the borders of the Soviet-era regions.

Having spent many school-years growing up in Chicago, I enjoyed and was stimulated by the diverse cultural neighborhoods around the city and their rich ethnic differences.
Their ethnic flags certainly came out during their own special holidays, but American flags and love for their new country were always present, and never questioned.
If you look at counties along the border and California, I don't think you could say that ---some parts of the US are now drowning in welfare types.
