Moving the fuel line around in the flame had a noticable effect when the fuel was gasoline but none with the mineral spirits.
Based on the observed flame I chose not to try the copper or brass even though these would have been lighter and had better heat transfer characteristics.

The step slows it down to the point where the gas speed is slower than the flame speed (rate of ignition), so that it keeps the flame in the flare rather than burning beyond the flare where it becomes diffuse and somewhat mixed with atmospheric air which might get a more oxidising flame.

The problem is that the flame holder must have a 90 deg angle at the end for connecting to the turbo, and that make it a bit tricky to manufacture.
The flame tube is shortened 7 cm to aloud air to surrounding the hollow endcone for cooling, there is no connection through the top plate more.

While I agree that a flame holder will not make a bad burner good, every industrial burner I've used has had a flame holder in the design.
When the refractory transition is the flame holder, making it a consistent shape is a good thing.
