 Fire Protection and Prevention
Areas in which flammable or combustible liquids are transferred at one time, in quantities greater than 5 gallons from one tank or container to another tank or container, shall be separated from other operations by 25-feet distance or by construction having a fire resistance of at least 1 hour.
Transfer of flammable liquids from one container to another shall be done only when containers are electrically interconnected (bonded).
The tank trucks shall comply with the requirements covered in the Standard for Tank Vehicles for Flammable and Combustible Liquids, NFPA No. 385-1966.

A BLEVE does not have to involve a flammable gas, but since the combination of liquid and vapors accounts for 99 plus percent of all deaths by flammable gas, I will address just those.
BLEVE is an acronym for Boiling Liquid Expanding Vapor Explosion.
Basically, as long as there is a liquid behind the steel that is being heated, the liquid acts as a heat sink and draws enough heat away to both prevent the metal from melting and the pressure from increasing very quickly.

Liquid transfer lines must be vacuum insulated to minimize product loss through vaporization or the formation of liquid air on the lines with subsequent oxygen enrichment.
Gaseous and liquid hydrogen systems must be purged of air, oxygen, or other oxidizers prior to admitting hydrogen to the systems, and purged of hydrogen before opening the system to the atmosphere.
