	Flash and Circle - Wikipedia, the free encyclopedia
		The Flash and Circle is the best known symbol of the British Union of Fascists.
		The lightning bolt within a circle was adopted as the symbol of the American National Renaissance Party, superseding Madole's initial use of the swastika.
		The 'Circle and Flash' symbol is also the insignia of the Singapore 'People's Action Party' (PAP).

		If I understood correctly, C is the control point on the attached graphic.
