The function of rear end vigilance has been assigned to an end of train (EOT) flasher, or flashing rear end device (FRED), an electronic device which is battery powered and mounted on the rear coupler.
When the train went around a curve to the left, the rear brakeman would move over to the other side to inspect the train to determine if something might be dragging, if the brakes were all released or if there were any hot boxes.
Should the rear end crew see trouble in the train and they could not get the attention of the head end crew by flagging them from the window of the cupola or the platform, they would pull the air lever back to the first notch.

Though the FRED greatly cuts labor costs as well as the costs of the purchase and upkeep of cabooses, railroad "purists" seem to agree that a train simply isn't complete without a caboose at the end.

The rear end brakeman's job was to climb over the moving train and make his way forward, turning brake wheels that rose above the car roofs.
The FRED radios telemetry to the engineer, including brake pressure at the rear of the train, whether or not the last car is moving, and whether or not the flashing red light is working during darkness.
A FRED also allows the engineer to set the air brakes from the rear of the train, as much as halving the normal time it would take to set all of the brakes in the train.

The flash rate and duration can be adjusted by changing the values of the resistors R1 and R2 in the timing portion of the circuit.

Common among the prototype railroads, a FRED provides a bright red flashing indication that there's a train ahead, and where the back of it is located.
The few parts required are readily available at Radio Shack and others; you might want to build your FRED on a small piece of "perf board" (also from RS); I urge you to socket the IC, don't install the IC until you're all done soldering, and keep things as compact as possible.
Keep in mind that LEDs are semiconductor devices, and are not fond of heat; hence, always use some sort of heat sink when soldering to LEDs and their ilk.

The Richmond Controls FRED Flashers have been designed to produce flash intervals and durations as close as possible to the prototype.
Typical flash rates are 40 flashes per minute (1.5 second period) and about 1/5 second flash duration.
It is expected that most users will not need the extreme long flashing duration and will not want to wait two minutes to charge a completely discharged supercapacitor, and will select the tantalum capacitor.

These end-of-train devices (E.O.T.) are know as an S.B.U. for Sense and Brake Unit and are electronically linked to another device (TIBS Train Information and Brake System) in the cab of the controlling unit which the engineer monitors.
The SBU is also know by its USA term of "Fred" short for "Flashing Rear End Device" (also F....ing Rear End Device) thus the remark could be heard that Fred will look after that.
Too, there was the delay to passenger trains to be taken into account, back in those days that was not something to be taken lightly as "the varnish", as passenger trains were referred to, was a priority as connections with other passenger trains were often closely timed.

The Flashing Rear End Device, by allowing the Engineer to also dump the air from the rear of the train via radio control, can effectively get the brakes to be applied in all the cars, even if there is a blockage in the air system.
I also end up tipping at least $10 on a single day trip on the Coast Starlight and $20 on a two day trip regardless of whether I'm traveling alone or with someone as the service is usually superior on the Coast Starlight.
