washingtonpost.com: U.S. Administrator Imposes Flat Tax System on Iraq
The flat tax, long a dream of economic conservatives, is finally getting its day -- not in the United States, but in Iraq.
Iraq has a flat tax, and the 15 percent rate is even lower than Forbes (17 percent) and Gramm (16 percent) favored for the United States.
John B. Taylor, undersecretary of the Treasury for international affairs, said the Iraq flat tax was discussed before the war as preliminary planning was done with the help of some Iraqi exiles.

Flat tax - Wikipedia, the free encyclopedia
A flat tax, also called a proportional tax, is a system that taxes all entities in a class (typically either citizens or corporations) at the same rate (as a proportion of income), as opposed to a graduated, or progressive, scheme.
The flat tax is not used in many developed countries on a national level, standing in contrast to the more widely used progressive income tax, in which citizens and corporations with higher incomes pay tax at a higher rate than those with lower income.
Flat tax plans that are presently being advanced in the United States also seek to redefine "sources of income"; current progressive taxes count interest, dividends and capital gains as income, for example, while the flat tax plan advanced by Steve Forbes narrows the definition of income to apply only to employee wages.

With a flat 25% tax rate, he pays $15,000 in taxes, and has $45,000 in after-tax "take-home pay." Now assume all facts remain the same except the tax rate is reduced to a flat 20% rate.
By implementing a flat tax with a relatively low marginal rate, e.g., 15-20%, the tax system encourages individuals to avoid antisocial behavior such as tax evasion, as well as reducing their incentive to spend resources seeking legal means to avoid taxes.
The effects of a flat tax on the distribution of income will depend on the nature of the tax system before the flat tax is enacted, as well as the actual design of the flat tax structure.

OpinionJournal - John Fund on the Trail
In 1994, newly independent Estonia borrowed the idea of the flat tax from highly prosperous Hong Kong, which 45 years before had introduced a dual income tax system, allowing taxpayers to pay a flat rate on their gross income.
In the U.S., interest in the flat tax languished after Steve Forbes, who championed a 17% flat rate during his 1996 presidential campaign, failed to win the GOP nomination.
It is therefore ironic that every country that has adopted the flat tax is a former communist nation--except Hong Kong, the modern originator of the concept, which has seen its new communist rulers retain the flat tax as a centerpiece of its economic policies.

In the simulations reported in Table A-II and Table A-III in the appendix, an initial rate of 13.6 percent is required for both the personal consumption tax and the VAT proposals.
As Table A-IV in the appendix shows, the retail sales tax rate required would initially be 15.7 percent, rising to 18.6 percent by mid-century and receding to 15.3 percent by the end of the century.

Right now, our personal income tax starts with a zero effective rate (or less) on lower-income families (up to about $23,200 for a family of four) and goes up to a 39.6 percent top marginal rate on the incomes of the best-off one percent.
As noted, however, the flat tax base differs from a usual VAT, however, in that wages are deducted by businesses, and taxed at the personal level.
In fact, any added tax revenues that might be collected from businesses under the flat tax appear to reflect a combination of short-term transition revenues that will decline sharply over time and new taxes on workers, rather than any actual increase in taxes paid by businesses and their owners.
