  Swiss Diplomat Resists U.S. On Certifying a Bosnian Vote
Cotti is serving as chairman of the Organization for Security and Co-operation in Europe, charged under the Dayton peace accord with overseeing elections in Bosnia if it determines that they can be free and fair.
Cotti refused to indicate whether minimal conditions to hold elections were now in place, saying he did not want to "make public my personal opinion." But he added that while he would take into consideration the opinions of the nations involved in the peace process, their positions "will not be decisive for us."
Cotti must make a decision by July 14 if elections are to go ahead, allowing for two months of campaigning, by Sept. 14, the date called for in the Dayton plan.

Under the Balkan peace plan the official, Flavio Cotti, as chairman of the Organization for Security and Cooperation in Europe, was supposed to certify that conditions in Bosnia will allow fair elections before setting a date and supervising the vote.
But Cotti, who is also the Swiss foreign minister, came under intense pressure from the United States and Europe to give the go-ahead to the elections despite the serious misgivings he and other diplomats had expressed about the wisdom of proceeding.
But Cotti added that one of the aims of the vote, designed to create a three-person presidency and a Parliament representing all three ethnic groups, was to build joint institutions that would prevent Bosnia from being partitioned along ethnic lines.

U.S. Swiss foreign minister and 1996 OSCE chairman Flavio Cotti told Moldovan leaders January 16 in Chisinau that OSCE lacked the means for sending peacekeeping troops to the conflict zone in Transdniester.
The OSCE chairman was responding to an appeal from Moldovan parliament chairman Petru Lucinschi, who had asked the OSCE to create its own peacekeeping forces and use them in Moldova, where the cease-fire appears stable and the terrain does not require a large peacekeeping contingent.
