Basically, what Justinian did around 530 AD was to update the only existing books on Roman law that existed previously; i.e., an update of the Laws of the Twelve Tables (circa 450 BC) into the Codex Justinianus (Justinian Code).
The "rediscovery" or "recovery" of the Justinian Code took place in medieval universities during the twelfth century throughout Europe (it wasn't needed much during the Dark Ages before then), and primarily at the University of Bologna in Italy (the oldest and longest-lived university in the world).
