I've never seen "fleered" anywhere else either (and since I've never read Steinbeck's book, I haven't really seen it anywhere, except in your letter).
"Fleer" can mean "to laugh in a coarse, impudent or unbecoming manner." Conversely, it can mean "to laugh or smile flatteringly or fawningly," but that seems to be an antiquated sense.
"Fleer" first appeared in English around 1400, but no one knows for sure where it came from.

The back of this 1986-87 Fleer basketball card (#7) for Charles Barkley lists the Philadelphia 76ers Forward as being 6' 6", which has to be generous by a couple of inches.
One of the reasons there are so many "rookie cards" in the 1986-87 Fleer series is that it was the first year the company put out a set of basketball cards (so technically everybody's card was their Fleer "rookie" card), but also because Topps had not put out a series since 1981-82.
That second season he led the 76ers in rebounding and finished second in the league, which is pretty good since Moses Malone was playing center for the team.
