The Flemish Parliament (Dutch: Vlaams Parlement, and formerly called Flemish Council or Vlaamse Raad) constitutes the legislative power in Flanders, for matters which fall within the competence of Flanders, both as a geographic region and a cultural and linguistic community of Belgium.
Language use: including language use in schools and universities, in the flemish and local administrations, and in relations between employers and employees in the Dutch-speaking part of Belgium, with the exception of the communes enjoying ‘language facilities’ (exception limited to the extent of the facilities itself).
After their creation, the Flemish regional and community institutions were united to form the unified Flemish legislative council, the Vlaamse Raad, now called Vlaams Parlement, after it was officially renamed on June 13, 1995.

Flemish lawmakers approved Wednesday the draft EU constitution, in a vote which lifts the last obstacle to Belgium's ratification of the beleaguered European charter, officials said.
The parliament of Flanders, the northern region of the federal country, voted by 84 votes in favour, 29 against and one abstention for the constitution, which was almost killed by French and Dutch "no" votes last year.
As well as the Flemish parliament, six assemblies have had to back the charter in Belgium: the federal parliament and senate, the parliament of the French-speaking Wallonia region, that of the French Community, the parliament of the German-speaking community and the parliament of the Brussels region.

According to the Flemish government, the facilities only apply to the administrated and not to the administrators and therefore only Dutch may be spoken in the council of the commune.
That explains why all Flemish political parties unanimously reject the idea to solve the problems of the French-speaking populations in the communes with facilities through their integration into a bigger Brussels-Capital Region in exchange for a better political representation of the Dutch-speaking population in the Brussels institutions.
Flemish parties refuse to ratify the Convention because they say there are no minorities in Belgium or they only envisage it if there is a clausula saying that the French-speaking population in the periphery of Brussels is not a minority.
