Of the three officer types in the photo, I presume the 2nd and 3rd from the left are both Flight Officers - based solely on their cap devices not being what is prescribed for a Commissioned Officer.
As to the Flight Officer rank - it was at the time that I was one, the higherst non-commissioned rank & the lowest commissioned rank, as we liked to explain it.
Flight officers and Warrant officers both wear the same service cap ornaments, however one difference is WOs wear the warrant officer insignia on the lapel in leau of the arm or service insignia; Flight officers do not.
