Flint is less than an hour away from me. I can tell you, it has become worse.
It may be worse in Michigan, IMHO, than other places because 1) industrialization was so closely linked to the auto industry, and diversification came late to Michigan, 2) Michigan's home rule laws prevented the annexation of suburban areas that other cities have used to their advantage around the country.
Well, theres not much ag going on near Flint anymore, because of suburbanization from detroit, and what farms remain are factory operations, which don't require a "market town" to sell their goods, just a granary off an exit to the freeway.

My observations are that the city of Flint has a few strengths that it can capitalize on.The industries of education, medicine and sports as well as it strategic location at theintersection at three of the main expressways of the state.
Barring a major change in Michigan's municipal boundary law, maybe the best thing for Flint is to simply 'let nature take its course' until an equalibrium is reached and perhaps some not-yet-born suburban pioneers, whom will have no memory of the city's current troubles, will discover its convenient, available land.
Flint, MI is also out of equalibrium in that there is far more population in and near the city than there is economic activity to support it and will be back in equalibrium when its population again matches its real level of economic activity.
