  4.7 Floodway Delineation
The floodway is that portion of the available flow cross section that cannot be obstructed without causing an increase in the water-surface elevations resulting from a flood with a 100year average return period of more than a given amount.
Another type of problem in the determination of a floodway is that the concept of a floodway, at least as implemented in practice, is unequivocally a steady-flow concept.
Thus, the floodway specification consists of a table, with one line in the table used for each cross section to be modified, giving (1) a description of the method to apply in defining the floodway and (2) key items of information required to implement that method.

 Flood Terminology
For NFIP purposes, floodways are defined as the channel of a river or stream, and the overbank areas adjacent to the channel.
The floodway carries the bulk of the floodwater downstream and is usually the area where water velocities and forces are the greatest.
The NFIP floodway definition is "the channel of a river or other watercourse and adjacent land areas that must be reserved in order to discharge the base flood without cumulatively increasing the water surface elevation more than one foot.

 The Floodway Expansion Project Description
The existing Floodway is a flood diversion channel that was constructed between 1962 and 1968 as a major element of a coordinated flood-defence response to massive damage incurred by the City of Winnipeg during the 1950 flood.
Construct a “twin” floodway adjacent to the existing channel to increase the discharge capacity of the diversion.
While the current Floodway configuration provides protection to the City of Winnipeg from floods with a 1 in 90 years probability of reoccurrence, this level of protection was determined to be barely adequate for a larger magnitude flood such as the Flood of 1997, which was a 1 in 100 year flood event.

 FEMA: Floodway
A "Regulatory Floodway" means the channel of a river or other watercourse and the adjacent land areas that must be reserved in order to discharge the base flood without cumulatively increasing the water surface elevation more than a designated height.
Communities must regulate development in these floodways to ensure that there are no increases in upstream flood elevations.
For streams and other watercourses where FEMA has provided Base Flood Elevations (BFEs), but no floodway has been designated, the community must review floodplain development on a case-by-case basis to ensure that increases in water surface elevations do not occur, or identify the need to adopt a floodway if adequate information is available.

The floodway channel carries floodwaters past the city and, in supplementing the flow capacity of the Red River channel at Winnipeg, precludes spring flood waters from rising to a height sufficient to overflow the river dikes and flood much of the city, including the central business district.
Although the floodway would pass through farm lands to the east of Winnipeg, rather than through more densely populated urban areas, nonetheless, hundreds of properties still had to be expropriated in whole or in part for its construction.
For most of the floodway route the soil was a highly plastic lacustrine clay underlain by glacial till, with the exception of one section of high ground at Bird’s Hill ridge, which consisted of a granular fluvio-glacial deposit.

The design floodway flow for the recommended safety limits shall normally be the 100 year ARI peak flow, less the effective capacity of any related underground system.
The following limits apply to floodway crossings of any road which effectively exists as an embankment control relative to the levels of the downstream floodway but which is not specifically designated as a floodway crossing and fitted with appropriate signage and flood depth boards.
For any road crossed by a floodway, the use of other design measures should be encouraged to control approach speed and/or to alert the driver to possible changing conditions.

Floodway is that area designated for passage of the water of the 100-year but not located in the Flood-Fringe district.
The delineation of the floodway is based upon the principle that said area is identified to carry the waters of the 100-year flood, without increasing the water surface elevation more than [1] foot at any point.

The Neebing-McIntyre (N/M) Floodway is a large channel extending from the Neebing River at Ford Street and Parkway Drive to the McIntyre River just east of the William Street bridge.
To promote the recreation potential of the Neebing-McIntyre Floodway, the LRCA and the City of Thunder Bay Parks and Recreation Department have constructed over five kilometres of pathways which link to the 28 km network of recreation pathways in the City.

The floodway has an average depth of 10 meters, and the width ranges from 130 to 180 meters at the base to 230 to 330 meters at the top of its banks.

The Neebing-McIntyre Floodway was the focus of a dredging operation in August 2000.
Lakehead Conservation hired a contractor to perform the required maintenance dredging in the Floodway Channel to the west of Balmoral St. A large crane fitted with a clam-shell bucket excavated over 4000 cubic metres of sediment (enough to spread a metre-thick on a baseball diamond).

 Houston Flooding - Houston Floodway Property Rights & a $5 Billion Dollar Loss?
With floodway and floodplain properties being affected by this October 1, 2006 passage by council and the Mayor, the general public, need to know that every property owner in the city is adversely affected by this damaging Ordinance.
Properties in the floodway and floodplain (approximately 10,000 and 105,000 total) cannot get building permits to re-build more than 50% of the structure under different, but stringent rules, cumulative over a 10 year period based on the appraised value of the structure prior to the destruction.
People with properties outside of the “floodway”, but adjacent to it, could be in the floodway next time and still be constricted by this Ordinance 19-43 as it stands especially because of some of its definitions.
