Apayao is a landlocked province of the Philippines in the Cordillera Administrative Region in Luzon.
Apayao was among the earliest areas penetrated by the Spaniards in the Cordilleras, but the region, inhabited by the Isneg tribe, remained largely outside Spanish control until late in the 1800s.
Apayao, along with Amburayan, Benguet, Bontoc, Ifugao, Kalinga, and Lepanto, became sub-provinces of this new province.

Apayao became an independent province by virtue of RA 7878 authored by congressman Elias K. Bulut.

Prior to 1995,Kalinga and Apayao used to be a single province named Kalinga-Apayao, until they were split into two to better service the needs of individual native tribesin the provinces.
Apayao was among the earliest areas penetrated by the Spaniards in the Cordilleras, but the region, inhabited by the Isneg tribe, remained largely outside Spanish controluntil late in the 1800s.
The Spanish authorities were then able to establish the comandancias of Apayao and Cabugaoan in 1891, which coveredthe western and eastern portions of what is now Apayao.

Flora is known to be one of the most beautiful and progressive town of Apayao.
Accounts of the municipality's earliest beginnings were taken from Republic Act 3672, and from its first comprehensive development plan prepared with technical assistance from the Ad-Hoc Committee for Town Planning 1982.
The Municipality of Flora is less than forty years old carved out from the mother Municipality of Pudtol.

LUNA, Apayao: Officers and members of the Apayao Nature’s Watch (ApNaw) based in this town have urged the Department of Environment and Natural Resources to intensify its campaign against illegal logging activities in the rainforest of Apayao following the recent confiscation of narra flitches worth P32,000 from a clandestine log pond in Flora town.
The flitches were abandoned along the banks of the Apayao River by illegal loggers who operate near the river and who use the river to raft the logs downstream.
The public exposure of massive illegal logging activities in Apayao was the result of the bloody encounter last year in Pudtol town between members of the reactivated CPLA and soldiers of the Army’s 17IB.

The narra flitches worth P32,000 were seized by a composite team of local forestry officials and police and local government authorities in two separate incidents in Flora, Apayao.
DENR Community Environment and Natural Resources Officer (CENRO) Franklin D. Sapla for Flora, Apayao said 27 pieces of narra flitches were found abandoned by illegal loggers along Tawit River in Upper Atok, Flora.

When Executive Order No. 220 was signed and issued by Her Excellency President Corazon C. Aquino on July 15, 1987, creating the Cordillera Administrative Region (CAR), the provinces of Ifugao and Kalinga-Apayao of Region 2 and Abra of Region 1 are included in the territorial coverage of the CAR.
This Act provides for the conversion of the two sub provinces of Kalinga and Apayao into regular province to be known as the province of Apia and province of Kalinga, amending Republic Act No.4695.

Defensor made the call to Congress after environment officials confiscated another hoard of narra logs in Apayao province on Wednesday.

Chief Supt. Rowland Albano, director of the Police Regional Office in the Cordillera, identified the arrested suspect as Benito Lara, a resident of Tucalan, Pasil, Lasalla, Cagayan.
Three of his alleged cohorts were also named as Manuel Daguio, a resident of Flora, Apayao; Stanley Balag, from Swan, Pudtol, Apayao; and Dembert Andres, from Calanasan, Apayao.
A hot pursuit operation was then conducted by personnel of the Calanasan Municipal Police Station, the Apayao Provincial Police Mobile Group and the Philippine Army's 17th Infantry Batallion.

 Sun.Star Baguio - Barlig ex-councilor kidnapped by NPAs?
Reports said that Rudy Fokno, 45, a one-time councilor of Barlig town, but who has since migrated to Flora in Apayao, has been the subject of a search by his village mates since last month.
Earlier reports said that Fokno's neighbor, Pablo Biten, a native of Fedilisan, Sagada, was earlier found dead in a river in Barangay Kamalulug, Flora, Apayao.
The cause of his death was not conclusive, but a source reported that the body was in a state of decomposition upon discovery.
