  Florida Sales Tax Exemptions Overstated
The Legislature decided to tax the full amount paid to the issuer of a service warranty, an extended warranty sold in connection with a washing machine, for example, rather than to tax such parts, if any, as might later be used to maintain or repair the washing machine.
Only during Florida's brief experiment with the taxation of services in 1987 were services generally subjected to Florida sales and use tax and that was accomplished not by the mere repeal of some "exemption" from tax, but by the affirmative imposition of tax on specified service transactions.
Florida cannot lawfully fail to extend the credit in question, yet the number is lumped with exemptions which could be lawfully repealed for the purpose of raising additional revenue.

In November, 58.6 percent of Florida voters approve a ballot initiative to require that high-quality pre-k be made available on a voluntary basis to all four year old children in the state by September 2005.

When Florida finally took steps in 1935 to establish a system of state parks, the primary impetus came, not from recognition of a need for public parks, but from a desire to take advantage of a federal depression-era program designed to provide work for the nation's idle youth.
In 1925, the Legislature made similar provisions for preserving the Gamble mansion, in Manatee County, for establishment of a memorial to Judah P. Benjamin, the Confederate Secretary of State, who reputedly took refuge there in his flight to avoid capture at the close of the war between the States.
Since Florida had neither state forests nor state parks, the 1933 Legislature quickly passed a law directing the Board of Forestry to "...conduct investigations and make surveys to determine the areas of land in the state which are available and suitable for reforestation projects, state forests and state parks.

As we go to press, Florida Governor Jeb Bush is prepared to sign into law SB 2002, a measure that allocates $9 million for the formation of a chiropractic college at Florida State University (FSU).
The bill, which passed both houses of the Florida legislature by a combined vote of 151-1, makes FSU only the second public university in the nation to offer a doctor of chiropractic degree, and gives Floridians a less expensive alternative to enrollment in a privately owned chiropractic college.
While this situation was rectified somewhat with the establishment of the Palmer College of Chiropractic Florida at Port Orange in 2002, Jones believed that a less expensive, public option was still needed, especially to serve minority students.

We should not forget that the legislature itself is elected by the people of Florida; in a close race--a virtual statistical tie--it makes sense to defer to the most popularly responsible branch of the state government.
Not only would the legislators be doing Florida a service, they would be fulfilling their constitutional duty and helping to bring the electoral crisis to a timely conclusion, should the U.S. Supreme Court and the Florida courts fail to do so this week.
