Governor James was re-elected governor on November 8, 1994.
However, James was unsuccessful in his attempts to: have a new state constitution drafted, levy a fuel tax, rectify the court-ordered desegregation of some of the state's post-secondary institutions and secure passage of his bill to eliminate income tax deductions for Social Security payments.

I raised the issue with Governor James and Senator Sessions of whether Pryor would support Governor James in contempt-of-court situations if the Governor, as he had stated in his campaign and on many occasions to me personally, refused to enforce or prevented enforcement of certain federal or state court orders, especially in the church-state arena.
To inform the Court of the Judiciary of the context for Governor James’ position during these events, which is pertinent to issues raised in the Motion For Recusal, I attach hereto as Exhibit “A” a short Brief filed in the Alabama Supreme Court by the Governor’s office in September, 1997.

Former Gov. Fob James is coming to the defense of Chief Justice Roy Moore, six years after he said he would use state troopers and the National Guard to defend Moore’s display of the Ten Commandments.
The former governor’s son, Fob James III, a lawyer, also submitted a sworn statement in which he said Pryor as attorney general represented Moore during past fights over the Ten Commandments.
In 1997, when Moore was still a circuit judge in Etowah County, James told a church gathering he would use troopers and Guard members to stop anyone from removing a wooden Ten Commandments plaque Moore kept in his courtroom.
