  Alaric - LoveToKnow 1911
He was a Goth and belonged to the western branch of that nation - sometimes called the Visigoths - who at the time of his birth were quartered in the region now known as Bulgaria, having taken refuge on the southern shore of the Danube from the pursuit of their enemies the Huns.
As the battle which terminated this campaign, the battle of the Frigidus, was fought near the passes of the Julian Alps, Alaric probably learnt at this time the weakness of the natural defences of Italy on her northeastern frontier.
The employment of barbarians as foederati, which became a common practice with the emperors in the 4th century, was both a symptom of disease in the body politic of the empire and a hastener of its impending ruin.

 foederati@Everything2.com
These mercenary troops were named foederati by the Romans, as they were hired by means of a treaty or foedus, which is roughly translated into the English as federates.
The foederati were much larger groups that remained under the command of their own leaders and retained their own customs and laws and often resembled nothing less than mobile kingdoms.
The use of such foederati encouraged the barbarian penetration of the Roman Empire and ultimately was one of the factors that led to the fall of Rome.

Foederati information - Search.com   (Site not responding. Last check: )
Later the term foederati was extended by the Roman practice of subsidizing barbarian tribes — which included the Attacotti, Franks, Vandals, Alans and, best known, the Visigoths — in exchange for providing soldiers to fight in the Roman armies.
The Franks became foederati in 358, when Julian the Apostate let them keep the areas in northern Gaul, which had been depopulated during the preceding century.
The foederati delivered the fatal blow to the dying Roman Empire in 476 when their commander Odoacer deposed the last Roman emperor Romulus Augustulus.

Barbarians at the Gates by Tim Case
The foederati was the Roman idea of subsidizing those barbarian tribes Rome needed to defend the empire.
Out of the foederati and the Visigoths came a leader by the name of Alaric who was proclaimed king with the proclamation: "rather to seek new kingdoms by their own work, than to slumber in peaceful subjection to the rule of others."
Of course this was due in large part to a disorganized and weak Roman state but it was also owing to the rapid advance of the Huns from the northeast.

Similar foederati- hospitalitas arrangements were applied to the Suevi and Siling Vandals in Northwestern Gaul, as well as to the Burgundians in the upper Rhone region.
The failure of Honorius' arrangements to outlast his death resulted as much from the Germanic custom of recognizing a treaty only during the lifetime of its signatories as it was caused by the ill-considered nature of the foederati- hospitalitas arrangements in the first place.
Also, disinclination of Germanic federates to respond to Aetius' pleas for assistance when Attila the Hun headed for Italy in 453 showed that their willingness to rally to the imperial standard was limited by the degree to which matters affected their immediate safety.

The pay usually consisted of plots of land.
This process of employing mercenaries or foederati cost nothing as they were giving them the land they had taken from them in the first place.
The practice of employing foederati was used by Rome all over Europe.
