Even in many cases where the performer and writer are one and the same, the results are not considered singer-songwriter material, because the roles of songwriter and singer are essentially discrete (such as a rock musician writing a ballad for his band to play).
Singers and bands performing material by separate, professional songwriters were the standard in popular music until about the 1960s when the influence of folk music introduced singer-songwriters to a wider audience.
Previous to this, some artists such as folk singer-songwriter Woody Guthrie did much of his work in the 1930s, and most blues singers from the 1930s-1950s such as Robert Johnson, John Lee Hooker and Muddy Waters too performed their own work (which, however, was usually heavily influenced by earlier blues songs).

As someone who more or less performs in the category of folk singer and blues player, I find these artificial barriers between folk and popular forms of blues and country music to be the silly ignorance of people with bad views of culture.
But "Folk Singer" is really no more of a folk record than anything else Muddy Waters did; it is simply Waters playing the blues the way he did it back in the 40s - acoustically.
The original nine "Folk Singer" tracks could have been a little tougher - Muddy's country blues recordings from the 40s certainly were - but "Folk Singer" remains a nice, mellow blues album, and with this excellent bonus material it has gotten even better.
