Victoria University of Technology was founded in 1991 by a merger of the Footscray Institute of Technology (1968-1991) and the Western Institute (1987-1991).
It was to be a merger of the Royal Melbourne Institute of Technology (RMIT), Footscray Institute of Technology (FIT) and the Western Institute.
At this time, Vice Chancellor Elizabeth Harman said of the word "technology", "The word reflects the past, not the future and it suggests we are a narrow specialist when in fact we are a broad educational provider".

Peter Green (a drama teacher at the Footscray Institute of Technology) and members of an interim arts committee set up a temporary community arts facility in a vacant detergent factory opposite Victoria University of Technology in Ballarat Road, Footscray.
Specific Footscray Arts programs are funded by the Adult, Community and Further Education Board and the Department of Human Services.
Footscray Arts is wheelchair accessible with the exception of the Amphitheatre, the lawn area facing the Maribyrnong River and the lower Pit Theatre.

In 1970, Joy’s publications on the subject gained her a Fellowship Diploma in Applied Chemistry from the Royal Melbourne Institute of Technology.
She is a fellow of both the Royal Australian Chemical Institute (RACI) and the Australasian Institute of Mining and Metallurgy, and in 1988 became the first woman to receive the Leighton Medal – the RACI’s premier award.
By invitation, she wrote the Foreword for the 1986 Australian Science in Schools Week Resource Book; was the “Occasional Speaker” at the Footscray Institute of Technology 1987 Conferring Ceremony, and in 1989 presented the Melbourne College of Advanced Education’s Seventh Denis Driscoll Lecture in Science Education.

 The national sport information system in Australia
An early step was undertaken with the Footscray Institute of Technology Library of the Australian Clearing House for Publications in Sport, Recreation and Tourism (ACHPIRST) being established as a national database and to supply Australian sport data to the international database in Canada.
Alan Bundy, the Chief Librarian of the Footscray Institute of Technology lobbied heavily for the establishment of a National Sport Information Centre.
In 1987 with the merging of the Australian Institute of Sport and the Australian Sports Commission, the National Sport Information Centre was born.

When the progressive students at Footscray fought against the amalgamation and for a “People's University” they gained significant support and were re-elected to the students representative council by a strong majority.
