As with the kilogram, the pound is colloquially used as both a unit of mass and a unit of force.
This might occasionally be an attempt to disintinguish kilograms as units of mass from the "kgf" symbol for the units of force.

HMG Military Intelligence Aided Irish Murders
The role of Kerr and the FRU in the dirty war is not a story that the British government nor establishment want to be revealed.
Kerr's FRU has been the subject of a long-running and top secret inquiry by Sir John Stevens, Scotland Yard Commissioner, into whether or not they colluded with loyalists as part of a campaign of organised state-sanctioned murder.
According to the FRU source, there was an unbroken chain of command running from the handlers, to Kerr, then through to the military top brass in Ulster, on to the Ministry of Defence Chiefs of Staff, the Secretary of State for Northern Ireland and finally the Prime Minister.

At the same time, the KGB made creative use of assassination to deal with high-profile defectors such as Georgi Markov, and Israel's Mossad made use of such tactics to eliminate Palestinian guerrillas, politicians and revolutionaries, though some Israelis argue that the targeted often toed the line between one or another or were even all three.
