  The Base Force
Basing its choice of conventional missions upon the concept of forward presence, Quiet Study II assumed that, by the next century, land-based forces overseas would be reduced to half their current size.
For an interim force structure to be reached by 1994, the briefing proposed an active strength of 630,000 for the Army; 520,000 for the Navy; 500,000 for the Air Force; and 170,000 for the Marine Corps-a total reduction of 287,000 from current strength, with corresponding cuts to be taken in reserve forces.
Aiming to approximate the Base Force by the end of 1995, DoD projected for that date an active strength of 535,500 for the Army; 509,700 for the Navy; 437,200 for the Air Force; and 170,600 for the Marine Corps, for a total active strength of 1,653,000.

Downgraded from an airforce base to an airforce station in the early 1990's, this station is co-located and shares the runways with Port Elizabeth Airport.
The base was officially opened on 14 October 1987 as AFB Louis Trichardt, but changed it's name to match that of the changed name of the nearby town on 7 November 2003.

The Base Force Meets Option C
Pentagon leaders argue that it would be a mistake to abandon the Base Force structure, which is geared directly to the revised defense strategy adopted two years ago.
The Base Force, they point out, reduces military strength by 779,000 from its peak in 1987 and would eliminate a fourth of the Army's active-duty divisions and almost a third of the Air Force's active-duty fighter wings that existed in 1991.
Critics of the Base Force say it is obsolete because the underlying concepts were developed before the fall of the Soviet Union.

Andrews Air Force Base   (Site not responding. Last check: 2007-10-16)
Andrews Air Force Base is a United States Air Force base located near Washington, D.C, most famous as the home base of Air Force One, the President of the United States' transportation as well as the location of the 89th Airlift Wing and other facilities.
The base is often mentioned and seen in the news, because the President's trips, both domestic and foreign, almost always leave from and arrive at Andrews, the trip to and from the White House being by helicopter, so the photo-ops of the President with Air Force One have Andrews in the background.
Andrews was originally "Camp Springs Army Air Base", and was renamed "Andrews Field" in 1945 after Frank Andrews, a pivotal figure in the development of the USAF who had died in 1943.

 Assessing the Base Force
Yet the real costs of the base force by 1997 will only be 27 percent lower than they were in 1990, whereas the containment of the Soviet Union accounted for more than 50 percent of the defense budget during the cold war.
In this book, William Kaufmann raises two issues: the merits of the case for the base force and the extent to which further cuts in U.S. capabilities and costs can prudently be made.
He concludes that the base force remains a scaled-down relic of the cold war, that it can be reduced substantially in size without serious risk, and that cumulative real savings of approximately $200 billion can be made during the next five years.

Lack of available data forced a non-statistical sample; but the writer believes these bases are a fairly typical mix.
