	Remarks with Foreign Minister Fischer of Germany
		I had the chance to again thank the Minister for the very strong support that Germany has provided to us since the 11th of September, and as part of building the coalition.
		I was pleased that Prime Minister Sharon has announced the formation of the committee that I referred to yesterday, and will welcome the visit of Assistant Secretary Burns and General Zinny in the not-too-distant future.
		Minister Fischer travels through the region on a fairly regular basis, and I have always welcomed his counsel and advice on these matters, and I know that I will continue to receive that in the months ahead.

		Germany's foreign minister, Joschka Fischer, was yesterday at the centre of a deepening scandal over claims that he allowed thousands of migrants into Germany from the former Soviet Union on dubious visas.
		The scandal appears to be the most serious to hit the Green party politician since he became Germany's foreign minister six years ago, and yesterday prompted the chancellor, Gerhard Schröder, to take the unusual step of defending his coalition colleague.
		But the affair comes at a delicate time for Germany's red-green government, which has recently enjoyed a political revival and is narrowly ahead in the polls for the first time in three years.

		German Minister of Foreign Affairs Frank Walter Steinmeier paid a visit Tuesday afternoon to the Libyan children injected with AIDS during their treatment at Children Hospital in Benghazi.
		The German Minister was accompanied in this visit with the Secretary of GPC for Economy Trade and Investment, Secretary of People's Congress and Secretary of People's Committee for Health in the Shabia, where he toured the various sections at the Infectious Diseases Center in the city and the its medical treatment of (437) children.
		The German Foreign Minister, in a statement to Jana reporter, expressed his sorrow for the suffering of those children, declaring that Germany is ready to provide all assistance to treat those victimized children and to ease their suffering and that of their families.

		Fischer was appointed Germany's Minister of Foreign Affairs in 1998, fifteen years after joining that country's burgeoning Green party in 1982.
		From 1987 to 1991, Fischer served in various capacities in the Hessian State Assembly; served from 1991 to 1994 as Hessian Minister for the Environment, Energy and Federal Affairs; and from 1994 to 1998 he was Parliamentary Spokesman for the Green party in the German Bundestag, the national parliament.

		She was supported by Social Democrat Gernot Erler, state secretary at the foreign ministry who said in a German radio interview that all the discussions in the world today will not help the current conflict get resolved.
		Siebert did, however, question whether Germany’s defence forces would have the capacity to fulfil such a mission, seeing that their capacity for such missions was stretched thin – as German soldiers were now deployed in Congo, the Balkans and in Afghanistan.

		The current institutions, whose apex is a Council of Ministers from the 15 member states that meets periodically to make decisions generally requiring unanimity, have already become strained and ponderous.

		The visa inquiry committee had been established at the behest of the opposition, in order to clarify whether the foreign ministry’s visa policy had facilitated the mass smuggling of immigrants into Germany and Europe, the enforced prostitution of women from eastern Europe and moonlighting by foreign workers.
