The German government and the German Foreign Office were extremely concerned about the implications of this wave of anti-Semitic incidents for the image of the Federal Republic in the western world.
Criticism in the foreign press was directed especially against former Nazis who held top government positions, including the minister for refugees, Theodor Oberlander, a former SS-member, who was accused of having taken part in the massacres of Jews in Lvov, and Hans Globke, Adenauer's personal assistant, author of the official commentary on the Nuremberg laws.
This is well reflected in the documents of the Israel Foreign Ministry, which express extreme concern at the clear reluctance of the Germans under Adenauer to face their problematic past, and to punish those who were directly or indirectly responsible for the persecution and atrocities committed against the Jewish people.

The new collection shows the growing crisis in Germany as the German army refused to fight one of its own in the rightist Kapp Putsch led by extreme nationalist Dr. Wolfgang Kapp and by the commander of the Berlin garrison, General von Luttwitz, in March of 1920.
It was agreed in December that Germany was defaulting, but the French and Belgian military reoccupation of the Rhineland in January 1923 was not agreed to by the British, who demurred, or the Americans, who soon evacuated.
