  Foreign Terrorist Organizations (FTOs)
Foreign Terrorist Organizations (FTOs) are foreign organizations that are designated by the Secretary of State in accordance with section 219 of the Immigration and Nationality Act (INA), as amended.
FTO designations play a critical role in our fight against terrorism and are an effective means of curtailing support for terrorist activities and pressuring groups to get out of the terrorism business.
The organization must engage in terrorist activity, as defined in section 212 (a)(3)(B) of the INA (8 U.S.C. § 1182(a)(3)(B)),* or terrorism, as defined in section 140(d)(2) of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989 (22 U.S.C. § 2656f(d)(2)),** or retain the capability and intent to engage in terrorist activity or terrorism.

Under the 1996 law, U.S. citizens are prohibited from providing terrorist organizations with any financial or other assistance, and banks and other U.S. financial institutions must freeze their assets.
By re-designating them as Foreign Terrorist Organizations and publishing that decision today in the Federal Register, we continue the measures against these terrorist groups in accordance with the provisions of the Antiterrorism and Effective Death Penalty Act.
Terrorists in these organizations remain accountable for their past crimes and will continue to be subject to all other relevant U.S. laws, regulations, and statutes.

 State Department Designates Foreign Terrorist Organizations
The Secretary of State designates Foreign Terrorist Organizations (FTO's), in consultation with the Attorney General and the Secretary of the Treasury.
FTO designations are valid for two years, after which they must be redesignated or they automatically expire.
Redesignation after two years is a positive act and represents a determination by the Secretary of State that the organization has continued to engage in terrorist activity and still meets the criteria specified in law.

The FTO designation of the Libyan Islamic Fighting Group and amended designation of the Zarqawi-led FTO Jam’at al Tawhid wa’al-Jihad to reflect new aliases will enhance the United States’ ability to take action against these organizations in accordance with U.S. law.
