Serbia and Montenegro (Serbian: Србија и Црна Гора / Srbija i Crna Gora, often abbreviated as "SCG") is the name of the union of Serbia and Montenegro, two former Yugoslav republics united since 2003 in a loose confederation.
Upon the breakup of the Socialist Federal Republic of Yugoslavia, the remaining confederation of Serbia and Montenegro was reconstituted in 1992 as the Federal Republic of Yugoslavia (FRY).
Serbia, and in particular the valley of the Morava is often described as "the crossroads between the East and the West" - one of the primary reasons for its turbulent history.

Immediately preceding the NATO bombing campaign of the F.R.Y. in spring 1999, the U.S. and most European countries severed relations with the F.R.Y., and the U.S. embassy was closed.

BELGRADE, July 22 (Tanjug) - The Serbia-Montenegro Foreign Ministry has said in a statement that it is untrue that the Serbian government and its organs were not consulted before the Serbia-Montenegro Council of Ministers authorised Foreign Minister Vuk Draskovic to sign an agreement on ground lines of communications with NATO Secretary-General Jaap de Hoop Scheffer.
Before the signing, the foreign minister informed the presidents and prime ministers of Serbia and Montenegro about the contents and importance of the agreement, which is one of the preconditions for Serbia-Montenegro's membership in the Partnership for Peace, and nobody had any objections to the contents or procedure, which was fully observed, the statement said.
He added that by postponing the resolution of Montenegro's international status and the Kosovo issue, the international community was in a way approving such Serbian policy.
