Ukraine became a member of the Commonwealth of Independent States (CIS) on December 8, 1991, but in January 1993 it refused to endorse a draft charter strengthening political, economic, and defense ties among CIS members.

Originals of a foreign economic agreement (contract) and the agency contract shall be returned after consideration of materials of a subject of foreign economic activity of Ukraine applying for registration.
A subject of foreign economic activity shall leave the first copy of such certificate with the customs authorities after accomplishment of the customs clearance of the appropriate goods; the second copy of the certificate shall be left for a subject of foreign economic activity of Ukraine.
