Form follows function is one of the long-standing slogans of modern architecture.
Until the mid-1980s, functional modernism was the biggest game in architecture not only because it had itself become a tradition, but also because the flatted down perception of its ideology fitted in with the politics and economics of the time.
It is often argued that form follows function and ornament is crime are not as synonymous as they are perceived to be.

In the late 1910s the two principles of “form follows function” and “ornament is a crime” were effectively adopted by the designers of the Bauhaus and applied to the production of everyday objects like chairs, bedframes, toothbrushes, tunics, and teapots.
Some of those forms were refined and purified to such an extreme degree that they became unusable by humans, but generally the Bauhaus still constructively influences the look, feel and function of consumer goods down to the present day.

I suppose that "function follows form" could be applied to some buildings such as Peter Eisenmann's Wexner Center, which while innovative in concept, is famously poor for its "function," which is displaying art.
It is the pervading law of all things organic and inorganic, of all things physical and metaphysical, of all things human and all things superhuman, of all true manifestations of the head, of the heart, of the soul, that the life is recognizable in its expression, that form ever follows function.
I'd say the form is the size of the paper and the way they are packaged pre-stuck together in a neat stack and how there's only a strip of the adhesive on each sheet.

If it were solely form follows function, then we wouldn't be debating about the difference between the headlights of the 360 vs 430 the shape of the "nostrils" or the side scoops of the 612.
There are generally a lot of different forms that achieve similar effective functions (e.g., all the different shapes and sizes of openings in the bodies to allow cooling air through, etc).
I think it is the role of design to express those different possible forms as an integrated whole that is balanced between function and appeal and in the case of Ferrari, even history.
