Tirion was at that time inhabited only by Noldor and perhaps even by a large part of them, but the majority may have been living outside of the city.
The fact Tolkien mentions only the one city and fortress (if Formenos was not itself a town or city) must also be contrasted with the statement that the Noldor lived in the hills and valleys where they could hear the sound of the sea, and that they loved to build high towers even in Aman.

Constructed in the dale of Sirnúmen along the River Híri, according to The Book of Lost Tales, which does not name the fortress, Formenos was about as strong as any elf-fort could be in those days.
Finwë, the High King of the Noldor, also came there with his son, as he deeply loved Fëanor and was ashamed of the ban placed upon his son by the Valar.
Formenos fell at last when the Two Trees were drained of light by Ungoliant the Spider, after which Melkor came to the stronghold to take the Silmarils.

But Melkor also was there, and he came to the house of Feanor, and there he slew Finwe King of the Noldor before his doors, and spilled the first blood in the Blessed Realm; for Finwe alone had not fled from the horror of the Dark.
And they told that Melkor had broken the stronghold of Formenos, and taken all the Jewels of the Noldor that were hoarded in that place; and the Silmarils were gone.”
So, we conclude that if there was a possibility that Melkor would be noticed before reaching the Trees or Formenos, he would have to confront Tulkas at no time.
