In order to prevent teams from building cars only for qualifying the FIA has instituted new rules requiring teams to start the race with their cars in exactly the same condition as they finished qualifying.
One of the more interesting rule changes is that no refueling may take place between qualifying and the race, and teams must use the same tires used in qualifying during the start of the race.
Only two cars per team will undergo initial scrutineering prior to opening practice on Friday, and no further cars will be scrutineered unless, in the opinion of the FIA technical delegate, one of the original pair is deemed beyond repair after being damaged in an accident on the track.
