However, any character who is big enough to take on Galleon and still doesn't have fire immunity is...unusual to put it kindly.
Recommendation: Perhaps I agree with erisdiscordia that some resistances could be taken off of Forochel, but if so I think it should be at the Very least +80%.

The Stone of Annúminas, along with that of Amon Sûl, were lost in the shipwreck, and sank beneath the cold waters of the Icebay of Forochel.
Though it was counted one of the lesser of the seven Seeing-stones brought into Middle-Earth, it was nonetheless the one used most often by the King in the north, and was preserved at Annúminas, and later Fornost, through the history of the realms of Arnor and its successor Arthedain.

Are you going to make scenarios in which there are rules about the snow because i believe that there is no speed inpediment for men walking on snow.
There aren't many stories of them in the books but one particular mention is of one of the Last Kings of Arnor seeking shelter and sailing out of the Ice Bay of Forochel with one of the Palantiri.
The Ice men warned him not to go, but he did anyways and his ship was destroyed, him and the palantir was lost.
