Their strategy was to attack Mobile from the eastern shore of Mobile Bay, defusing the protective forts of Spanish Fort and Blakely*, four miles north, on the east side of the Tensaw River.
These forces moved in a 32,000-man column from Fort Gaines by steamboats and over land from Fort Morgan to Fish River in lower Baldwin County; and, on March 17th moved up the eastern shore of Mobile Bay in a joint movement of land and water.
Fort Blakely was a formidable entrenchment built of nine connected earthen artillery redoubts mounting forty-one artillery pieces.

Three smaller defending gunboats, Sema, Gaines and Morgan, followed with a brief bombardment, but were soon disabled by the frigate's superior fire of rifled cannon.
On August 7, a small boat bearing a flag of truce was lowered from the Hartford and rowed to the Fort with a demand for surrender.

He ordered the state militia to seize the arsenal at Mt. Vernon and Forts Morgan and Gaines on Mobile Bay, and he contributed more than five hundred troops to assist Florida Governor Madison S. Perry in capturing the federal forts at Pensacola.
When the government of the Confederate States of America was organized in Montgomery in February 1861, Moore used his influence to help secure the election of the conservative Jefferson Davis over the more radical William Lowndes Yancey.
After he left office, Moore was appointed special aide-de-camp by Governor John Gill Shorter and he worked to coordinate the procurement and transportation of supplies to General Albert Sidney Johnston in northern Alabama.

On August 5, Farragut’s Union fleet of eighteen ships entered Mobile Bay and received a devastating fire from Forts Gaines and Morgan and other points.
After passing the forts, Farragut forced the Confederate naval forces, under Adm. Franklin Buchanan, to surrender, which effectively closed Mobile Bay.
By August 23, Fort Morgan, the last big holdout, fell, shutting down the port.
