  Fort Irwin Military Reservation - Wikipedia, the free encyclopedia
Fort Irwin and the National Training Center or NTC is a major training area for the United States Army.
In 1942, the Mojave Anti-Aircraft Range was renamed Camp Irwin, in honor of MG George LeRoy Irwin, commander of the 57th Field Artillery Brigade during World War I, and it was subsumed into the Desert Training Center as one of its Cantonment areas and some of its ranges.
From 1972 to late 1980, Fort Irwin was used primarily as a training area by the National Guard and reserve components.

 Proposed Fort Irwin Military Lands Withdrawal Act of 2001
During the period of withdrawal and reservation made by this title, the Secretary of the Army shall manage the lands withdrawn and reserved by this title for the purposes specified in section 3002 of this title.
Ground-disturbing military use of the land to be withdrawn and reserved by this title are prohibited until the Secretaries have certified that there has been full compliance with the appropriate provisions of this title, the Endangered Species Act of 1973, the National Environmental Policy Act of 1969, and other applicable laws.
The Secretary of the Interior shall not be liable for environmental contamination that arises from the activities of the Secretary of the Army on the withdrawn and reserved lands, or any party acting under the authority of the Secretary of the Army.

This section states the lands within the Fort Irwin Expansion area have been adequately studied for wilderness designation and are no longer subject to the requirements of Section 603(c) of the Federal Land Policy and Management Act of 1976.
